TONACEA and the International Institute of Applied Technology Reach Comprehensive Strategic Cooperation
May 31,2026
Washington, D.C. & Shanghai – May 28, 2026 – Against the backdrop of accelerating cross-border integration of global biopharmaceutical R&D and cutting-edge technologies, as well as the two-way flow of innovation resources between China and overseas markets, TONACEA, a leading industrial ecosystem platform for biomedical innovation in China, and the International Institute of Applied Technology (IATRI), a non-profit international organization headquartered in Washington, D.C., have reached a comprehensive strategic cooperation agreement. Leveraging a two-way协同联动 mechanism between China and the U.S., the partnership aims to build a global biomedical technology innovation ecosystem covering new drug R&D, AI hard tech, cross-border industry services, and capital matchmaking.
PART 01 – Cross-Border Ecosystem Two-Way Implementation: Mutual Establishment of Local Representative Offices
TONACEA has officially been inaugurated into the global headquarters office of the International Institute of Applied Technology (IATRI) in Washington, D.C. This office will serve as a strategic outpost for Chinese innovative drug companies to enter the North American market, connect with federal and local government resources, multinational pharmaceutical companies, and industry regulatory and compliance experts.
IATRI has officially established and inaugurated its China Representative Office within the TONACEA Operations Center in Shanghai, China. This office will serve as a core platform for international technology achievements and innovative pharmaceutical companies to connect with the Chinese market and capital, and to drive corporate globalization, radiating out from the Yangtze River Delta region to the rest of the country.
PART 02 – Brand Co-building and "Great Power New Drugs" Special Session
The two parties will deepen multi-channel cross-brand promotion and work closely together to co-build the core ecosystem platform of TONACEA's signature brand – the "Great Power New Drugs" China Pharmaceutical Innovation Conference (CPIC). Within the CPIC conference framework, IATRI will independently undertake and organize, at a high level, the "Applied Technology Innovation Forum," focusing on the application of artificial intelligence, computing power重塑, and cutting-edge hard technologies in biopharmaceutical R&D and full-lifecycle clinical translation.
PART 03 – Global Operations: Pharma Innovation Globalization Discovery Tours
In response to the strategic needs of Chinese pharmaceutical enterprises for globalization and cross-border R&D clinical collaboration, the two parties will jointly launch executive-level "Innovation Globalization Discovery Tours." Each year, the parties will regularly organize delegations of China's top pharmaceutical innovation and technology-driven enterprises to core innovation clusters on the U.S. East Coast and West Coast. Leveraging IATRI's local network, the program will assist enterprises in making precise connections with local federal and state governments, top-tier medical research centers, multinational pharmaceutical companies (MNCs), and leading compliance organizations.
PART 04 – International Industrial Ecosystem Implementation and Regularized Exchanges
The two parties will establish a regularized two-way high-level communication mechanism, holding a "Cross-Border Entrepreneurs Dialogue" event quarterly to assist globally-oriented enterprises in smoothly integrating into local business environments. At the same time, leveraging the advantages of the bilateral office locations, they will provide internationalized projects settling in both regions with comprehensive support covering cross-border compliance policy interpretation, international financial advisory services, tax planning, business registration, and integrated administrative long-term local support systems.
PART 05 – Innovation Development Incentives: Entrepreneurship and Capital Matchmaking
To further activate the innovation potential of both countries and address the financing and valuation pain points of hard tech and pharmaceutical startup projects in overseas market expansion, the parties will regularly introduce international financial capital. They will jointly hold "Pharmaceutical Entrepreneurship and Capital Precision Matchmaking Meetings" and innovation roadshows quarterly, inviting top-tier early-stage venture capital firms, healthcare industry funds, and angel network partners active globally to build a precise and efficient cross-border investment and financing information bridge.
Mr. Bo Zhiquan, Founder and President of the International Institute of Applied Technology (IATRI), stated:
"We are very honored to reach a comprehensive alliance with TONACEA, a top-tier biomedical industry ecosystem platform in China. The mutual inauguration of representative offices marks a new level of institutionalized cooperation between the innovation ecosystems of our two countries. Washington, D.C., is a汇聚点 of federal resources, the FDA, NIH, and other top policy and regulatory agencies. The neighboring state of Virginia boasts the densest concentration of computing power centers and infrastructure advantages. IATRI will leverage its full international network to provide the most solid local compliance guarantees and precise government and enterprise resource matchmaking for innovative enterprises globalizing through the TONACEA ecosystem."
Dr. Cheng Zengjiang, Founder and Chairman of TONACEA, noted:
"TONACEA has been deeply engaged in China's new drug development for over 20 years, consistently dedicated to nurturing China's new drug innovation capabilities and expanding internationally. The establishment of this comprehensive strategic partnership, especially the mutual inauguration of offices in our respective core operational hubs in Washington, D.C., and Shanghai, has completely broken down spatial and market barriers. Not only will we deeply co-build and integrate within the 'Great Power New Drugs' China Pharmaceutical Innovation Conference (CPIC) framework, but we will also create a compliant, smooth, highly efficient, and fast-tracked globalization pathway for pharmaceutical and hard tech startup projects through regularized quarterly dialogues, globalization discovery tours, and precision capital matchmaking."
